titleWhy can't I edit a rate's individual days/weeks?

The specificity to which you can edit a rate depends on the Rate Type you have selected. Daily Rates can be edited daily, Weekly Rates can be edited weekly and so on. Therefore to be able to edit a rate at a specific level you may have to change the rate type.
